Ok I am familiar with FASERIP but it has been a bit since I looked at it, and I have noticed that all of the places to download the rules, the rules seem to be incomplete. Pages are still referred to as, "see p. 00" Does anyone know if there is a complete version of the rules somewhere?

Unfortunately that's all there is. 4C was designed to be a basis for publishers to build products that would be compatible with the original FASERIP rules, but what is there can be used to play a game. The rules are not as robust as the original system, but they're not as restrictive either. I've got a few rules tweaks I'll be using whenever we get a game going that allow for a grittier supers than FASERIP allowed.
